Cars wait on a Montenegrin coastal road during a temporary police traffic stop

The Police Directorate said officers from the general-duties sector will impose temporary movement limits and traffic suspensions on selected roads for the Berlin Process leaders' summit, due in Budva on 21 and 22 October 2026. The measures are meant to keep protected persons and official delegations moving safely and to allow security work to proceed.

Periodic closures will run on 22 October and will depend on the movement of escorted vehicles. From 07:00 to 23:00 they cover the Debeli Brijeg border crossing, Herceg Novi, Kotor, Tivat and Budva, with occasional full traffic stops.

From 17:00 to 23:00 the same approach applies to Podgorica–Tuzi–Božaj border crossing; Podgorica Airport–Golubovci–Virpazar–Bar–Budva; and Bar–Sutomore–Ulcinj–Sukobin border crossing.

The police said traffic on these routes will be stopped from time to time for no longer than 60 minutes, according to how the delegations move. Any further changes will be announced in good time through official information channels.

The directorate thanked citizens for their cooperation, patience and responsible conduct, which it said helps security activities that matter for Montenegro.
