Montenegro’s Police Administration said officers of the General Jurisdiction Police Sector will impose temporary traffic restrictions on Thursday 22 October 2026 for the Berlin Process leaders’ summit, held in Budva on 21 and 22 October. The measures are intended to let protected persons and official delegations move safely and to allow security operations to proceed.
From 07:00 to 23:00, traffic on the Debeli Brijeg border crossing–Herceg Novi–Kotor–Tivat–Budva corridor will be fully stopped at times. From 17:00 to 23:00, periodic stops also cover Podgorica–Tuzi–the Božaj border crossing; Podgorica Airport–Golubovci–Virpazar–Bar–Budva; and Bar–Sutomore–Ulcinj–the Sukobin border crossing.
Stops will follow the movement of escorted vehicles and will last no longer than 60 minutes. The police said any change in the traffic regime will be announced in good time through official information channels, and thanked residents for cooperation, patience and a responsible attitude that supports security work important for Montenegro.
