Montenegro will host the Berlin Process Leaders’ Summit on 21 and 22 October 2026 in Budva, the closing event of the country’s presidency of the initiative. The government said the meeting will bring together heads of state and government from participating countries, European Union officials, and representatives of regional and international organisations and international financial institutions.

Preparations and the summit will mean special traffic, movement and access rules in the Miločer and Sveti Stefan complexes and their immediate surroundings. The measures will follow security assessments and instructions from the Police Administration and other competent authorities, so the summit can proceed and its participants remain secure.

From 21 to 23 October, temporary restrictions will cover road, maritime and air traffic, as well as access to certain locations. They will also limit public events, ceremonies and other gatherings organised by the Municipality of Budva, and adjust the work of businesses operating in the Miločer and Sveti Stefan zone.

From 21 October, parking in front of and inside the Miločer complex, and the space in front of the entrance to the Sveti Stefan complex, will be cleared of parked vehicles. Removal is also planned on the access roads from the junction with the Adriatic Highway toward Miločer and Sveti Stefan, on roads inside the complexes, and on the routes that connect them.

The government said detailed information on the scope and timing of individual measures, traffic changes and location access will be published later through the media. It advised residents, tourists and business owners to follow official notices and plan their activities in time.

The statement described hosting the summit as a significant international event for Montenegro and a chance to contribute further to regional cooperation and the European integration of the Western Balkans.
