Montenegro will host the Berlin Process Leaders’ Summit on 21 and 22 October 2026. The meeting is the closing event of the country’s presidency of the initiative.

The prime minister’s office said the summit will gather heads of state and government from participating countries, European Union officials, representatives of regional and international organisations, and international financial institutions.

Preparations require special rules on traffic, movement and access at the Miločer and Sveti Stefan complexes and in the immediate surroundings. The measures will follow security assessments and instructions from the Police Directorate and other competent authorities, so the summit can proceed and participants remain safe.

From 21 to 23 October, temporary limits will cover road, maritime and air traffic, and access to some locations will be restricted. Public gatherings, ceremonies and other events organised by the Municipality of Budva will also be limited. Businesses operating in the Miločer and Sveti Stefan zone will adjust their work.

From 21 October, parking in front of and inside the Miločer complex, and the space in front of the entrance to Sveti Stefan, will be cleared of parked vehicles. Vehicles will also be removed from the access roads that join the Adriatic Highway toward both complexes, from roads inside the complexes, and from the routes that connect them.

Details on the scope and timing of each measure, changes to traffic rules and access to the sites will be published later through the media. Residents, tourists and businesses are advised to follow official notices and plan their activities in advance. The cabinet called the summit an important international event for Montenegro and a chance to support regional cooperation and the European integration of the Western Balkans, and thanked citizens, companies and visitors for their understanding.
