Tesla spent months urging the Dutch vehicle regulator RDW to narrow its assessment of “Full Self-Driving (Supervised)” and disputed a €365,000 bill connected to the review, according to emails reported by Electrek.
RDW subsequently approved the system and is now seeking European Union-wide approval. The Dutch decision is central to Tesla’s effort to expand FSD in Europe, where national rules and regulatory acceptance remain decisive for the availability of advanced driver-assistance functions.
Eight EU countries now permit the system, the report said, while a vote covering the wider bloc could take place as early as December. Tesla markets FSD as a supervised system, meaning the driver remains responsible for monitoring the road and taking control when necessary.
For drivers in Montenegro, the development is relevant to the wider European regulatory direction, but it does not by itself establish whether the feature is approved or available locally.
